I like it, i think it would be a cool implementation, but it isn't doable with the current plasma.

Good idea, but i've to try it before be sure that this implementation is better then the 4.5 one.
The code shouldn't be too much difficult, but I'm not such able with plasma...

What about half-legal method with creating a graphics layout that would place its elements above its area - with negative coordinates?
