Heyyyy..... wait a minute, I have seen this before If you are wondering this, This is a modified version of Edna layout. I love the layout but have made a few modifications to make it more modern and removed unnecessary items.
Run Latte v0.10.x in your system. Right click Dock -> Layouts -> Edit Layouts -> Import-> Import from KDE Online Store -> find magical Layout and install it. Switch afterwards to newly imported layout.
