i think it is a panel icon for ubuntu featuring ubuntus traditional logo an trademark, the red hat. Wait... something is wrong... oh yeah, ubuntu is not related at all with red hat. (Besides the fact they are GNU/Linux distros). And despite the poor info, the lack of description and instruction, the artwork is not so good unles you have a 50 px wide panel- so, no kudos for you-
