Process in gimp:
1. select sky using "Fuzzy select tool" and correct sky color using "Colors" > "Levels"
2. add transparent layer with mode "Overlay" and draw on it with white color where You want to make picture more bright.
3. add transparent layer with mode "Multiply" and draw on it with black color where You want to make picture more dark.
You can see this two layers in XCF file.
Not a optimal way to improve picture but it works :)
