This theme is based on the MurrinaChrome theme. I have modified it to change the appearance of buttons and scrollbars.
This theme requires the Murrine engine with all the opacity values set to 0.3.
The theme package contains the Gtk theme and the emerald theme used in the screenshots.

Installation instructions-

1. Install the Murrine theme engine-
Download the source code from the link below:
http://www.cimitan.com/murrine/engine
Extract it and search for "Opacity settings" in the src/support.h file. In this section change all the opacity values to 0.30
Now compile and install it as described in the following guide:

2. To enable RGBA transparency in all your Gtk applications, follow the link below:

3. Now, install the MurrinaUltimate theme-
Download and extract the theme package.
Go to System => Preferences => Appearance and browse the theme.

Use this theme with Compiz blur effect. In the screenshots the following settings are used:
Blur Filter: Gaussian
Gaussian Radius: 4
Gaussian Strength: 0.0000
